I talked to Stalion at Red Dawn II about an event idea that I was kicking around, and I wanted to know if you STAT guys might be interested in helping out, especially since it's a law enforcement theme. I've just hammered out the first draft, and wanted to share it. Let me know what your thoughts are and if you might be interested in helping out. Thanks,

Background: In an attempt to control the flow of narcotics and put an end to the drug violence, the DEA supported by
BORTAC, the Border Patrol's tactical unit and other law enforcement units have launched Operation: NAME against
the Pendejos cartel's production base and leadership.
Teams/IFF/gear
IMPORTANT! ALL PLAYERS OF ALL TEAMS MUST WEAR ID, EITHER A NAME TAPE, TAG, BADGE,
TATTOO, CLEARLY VISIBLE AND LEGIBLE ON THE FRONT OF THEIR PERSON. NO EXCEPTIONS.
DEA/BORTAC LE: Solid black, blue, OD, Khaki. Any gear, no hicaps
Local LE: woodland. Any gear, no hicaps
Cartel/Civilians: Street clothes. Hydration carriers and packs/bags only, slings and/or holsters required. AEGs 2
mags, no hicaps. gbbs, smgbbs, shotguns, bolt action, unltd.
NO: SAWs, loose ammo, speed loaders, M203 or bb grenades (thunder b and approved distraction devices permitted)
Ammo/loaders for reloading may be kept at the arms dealer's (staff station) labeled with your name. The arms dealer
may charge for reloads or simply deny reloads if you are going through too much ammo.
Chrono/MEDs
0-350 0 ft MED
350 - 400 25 ft med
400+ reserved for LE sniper team (x2)
NO FULL AUTO. PERIOD.
HITS: stop, drop, red rag. ALL casualties must be taken directly to the hospital or the LE HQ. No bleed out time, no
medics.
DRAG RULES: All casualties must be assisted to the hospital or HQ. When moving wounded, the “wounded soldier
carry” must be used, i.e. arm over shoulder, walking pace only.
LE may use shotguns as less lethal. All hits must be called as if lethal, however, in the case of a LE officer using a
shotgun as less-lethal, the LEO may inform the target that he was hit with less lethal at which point capture rules apply
LE may use colored smoke as gas. If a player gets more than just a whiff of gas, he must freeze and “hack and cough”
until it clears, unless wearing a gas mask. LEOs must also wear gas masks to remain unaffected by gas, nobody is
immune to CS.
There are no special rules regarding thunder b or distraction devices, use them for their own effect.
Capture rules: if a player is incapacitated (gas/less lethal) he may be captured by being tapped on the shouder. If
captured, unload and clear all weapons then holster/sling. If the prisoner consents he may be zipcuffed, otherwise
interlocks his fingers behind his head. NOTE: zipcuffed prisoners are to be escorted with caution to avoid falls
Prisoners, whether zipcuffed or not, may not free themselves, but may be freed by another player.
ALL CAPTURING AND CAPTOR/CAPTIVE INTERACTIONS WILL BE CONDUCTED IN A CALM, NONAGGRESSIVE
MANNER. NO EXCEPTIONS! NO OTHER PHYSICAL CONTACT/TECHNIQUES WILL
BE PERMITTED! NO EXCEPTIONS!
DEA/BORTAC ROE,MISSIONS:
ROE: LE may only use lethal force if in self defense or protection of a civilian or other LE/PD officer. Carrying or
possessing a weapon does not constitute a threat, only "brandishing" or aiming does. The LE team will be penalized
for any excessive force.
Arrest protocol: anyone may be arrested at any time and brought to the detention center. Upon processing, take the
suspects name, suspected crime and proof. If there is no proof, the suspect is immediately released and the LE team is
penalized. If there is proof, the prisoner remains detained for 10 mins, then is released and the LE team is awarded
points.
Searches of bags, packs may also be made.
Crimes: violence, robbery, narcotics production and distrubution.
Proof: LE witness, civilian testimony, PD testimony, evidence (any evidence will be label as to who it incriminates and
must be kept)
Overall missions:
Establish a working relationship with the local PD.
Set up an HQ in any building, as well as a detention center.
Maintain law and order in the town, preventing any violence, robbery, narcotics production and distrubution.
Assets: a few immunity papers and reward money
LOCAL LE ROE,MISSIONS: Game staff. The local LE will be the in game staff and will log all crime and violations
of ROE
CIVILIAN ROE, MISSIONS
Harvest coca, sell to cartel. Have a good time. Don't get killed. BS, harass the cops without breaking any laws, cheat
the cartel without getting whacked, get paid by ratting out the cartel, get paid by not ratting out the cartel. Decide
whether you want law and order, or a booming coca business.
CARTEL ROE, MISSIONS
Don't get caught. Don't get killed. Cook the product. Make the sale. Ship the goods. Split the score. Capture or kill
some cops to show you mean business. Rob the townies.
Objectives:
NARC PRODUCTION x3 "Harvest" newspaper (coca) from wilderness, civilians > shred > mix with water in a big
bucket > drain paste > bag for distrubution. Careful! the dye in the water will stain (and incriminate!) Cartel: make as
much of the stuff as possible.
NARC EXPORTS x2 Cartel: get the product to the ship/boat/truck/plane. Get paid. LE: intercept the product
EVIDENCE x4 items (weapons, laptops etc. that inciminate cartel leadership.) Cartel: hide from LE LE: find and
process to make arrests
CARTEL LEADERSHIP x6 Big shots essential to the operation of the cartel. Cartel: protect from arrest and
prosecution. LE: find evidence and make arrests.
SPECIAL CHARACTERS:
American buyers: ? times (FRAGO) meet with cartel leadership to arrange distrubution, but being seen together
incriminates all present. Cartel: keep meeting secret, protected. LE: find, raid/stakout meeting.
Undercover agents: ? can provide intel to LE but can be compromised (FRAGO)
STAFF FUNCTIONS:
Arms dealer: hold spare ammo, regulate reloading
Hospital: Log murders, excessive force, recycle players
LE HQ: Log arrests, LE deaths, recycle convicts.
Harbor: Log cartel drug shipments
NOTES:
Harvesting, possessing coca is not illegal, as it has other legit uses.
